There is no question that Prop 1 will raise rents across Jefferson County.  Even its proponents know this.  But they have pursued an increase in property taxes because they believe renters can be led unknowingly to vote for an increase in their own rents.

According to their campaign consultant, whose analysis was discovered on the county’s e-mail system, one “advantage” of going for a property tax hike is that it is “hidden” from renters.  They won’t realize that when their landlord’s property taxes increase they will pass that increase on to tenants.

Thousands of renters in Jefferson County don’t have any money to pay higher rents.  How many?  The resolution that put Prop 1 on the ballot tells us:

WHEREAS, HUD found that about half of all renter households in Jefferson County (1, 680 of 3, 425 renter households) are cost -burdened, paying more than 30% of their household income for housing costs, and about one in four (895 of 3,425 renter households) are severely cost – burdened, paying more than 50% for housing; and
WHEREAS, 67% of renters with low-income in Jefferson County are cost -burdened ( 1, 560 of 2, 305 low-income renters), and 38% are extremely cost -burdened (875 of 2, 305 low-income
renters); and
WHEREAS, 75% ( 1, 120 of 1, 485) of renters with very low-income in Jefferson County are cost – burdened, and 55% ( 825 of 1, 485 very low-income renters) are extremely cost -burdened;

Prop 1 punishes these renters for already having housing.  The numbers of people hurt far exceed the most optimistic predictions of Prop 1 proponents of the housing they will produce.

SO WHO WOULD GET PROP 1 HOUSING?

It has taken months to get Prop 1 proponents to admit that the housing may not go to Jefferson County residents.  The Draft Financial Plan (yes, we are voting on only a draft) does not require that any of the housing units built go to people who live here.  In fact, we know that Prop 1 will tax Jefferson County residents to build units that may relieve some of Seattle’s and Tacoma’s homeless populations.  It has taken numerous debates to learn this.  For confirmation, read the story about the Hospital Commissioners not endorsing Prop 1.
